Regulation 2
Definitions
In these By-laws, unless the context otherwise requires —“charge” means any conservancy and service charge (or any part of it);“Town Council” means the Town Council for the Town of Marsiling-Yew Tee.

Regulation 3
Calculation of penalties for charges in arrears
Where —
(a)
a charge payable by any tenant or owner to the Town Council, in respect of a property described in the Schedule, is in arrears; and
(b)
the aggregate of the tenant’s or owner’s charges in arrears in respect of that property equals or exceeds the monthly charges payable in respect of that property,the tenant or owner is liable to pay for every month in which the aggregate of the charges in arrears equals or exceeds the monthly charges payable, a penalty at the appropriate rate set out in the Schedule.
Regulation 4
Application of payment
The Town Council may, in its discretion, apply any moneys paid by a tenant or owner under these By-laws —
(a)
first towards the payment of any penalty payable under these By-laws; and
(b)
thereafter (if any balance remains) towards the payment of any charge that is in arrears.
Regulation 5
Remission
The Town Council may, in its discretion, remit wholly or in part any penalty payable under these By-laws.
Regulation 6
Cessation
The following by-laws cease to have effect with respect to the areas in the former Towns of Sembawang and Chua Chu Kang that are now comprised in the Town of Marsling‑Yew Tee:
(a)
the Town Council of Sembawang-Nee Soon (Penalties for Late Payment of Conservancy and Service Charges) By‑laws 2011 (G.N. No. S 704/2011);
(b)
the Town Council of Chua Chu Kang (Penalties for Late Payment of Conservancy and Service Charges and Licence Fees) By‑laws 2011 (G.N. No. S 754/2011).
Regulation 7
Transitional
Where any penalty that has been imposed by the Town Council under any by‑laws in paragraph 6 remains unpaid on 31 March 2016, that penalty remains payable as if it had been imposed by the Town Council under these By-laws.
