Amendment of section 21
Section 21 of the principal Act is amended —
(a)
by deleting the words “section 19(1) or (2)” in subsection (1) and substituting the words “section 19(1), (2) or (2A)”; and
(b)
by inserting, immediately after subsection (2), the following subsection:“(3) Where a person appeals to the High Court against the Board’s decision mentioned in subsection (1), the decision, if not certified under section 19(5A), takes effect only when —
(a)
the decision is confirmed by the High Court;
(b)
the appeal is for any reason dismissed by the High Court; or
(c)
the appeal is withdrawn.”.
