Active Mobility (Maintenance of Town Council Common Property — Exemption) Order 2026

that is vested in or that belongs to the HDB; and

that is under the control and management of —

the HDB; or

a Town Council;“hours of darkness” means the time starting 7 p.m. and ending 7 a.m. the following day;“housing estate” has the meaning given by section 2(1) of the Town Councils Act 1988;“maintenance vehicle” means any of the following vehicles:

a boom lift;

a lorry;

a lorry crane;

a ride‑on mower;

a scissor lift;

a spider lift;

a stump cutter or stump grinder;

a wood chipper;“specified certification course” means —

in relation to a boom lift — the Singapore Workforce Skills Qualifications (WSQ) — Operate Boom Lift Course;

in relation to a lorry crane — the Singapore Workforce Skills Qualifications (WSQ) — Operate Lorry Crane Course; and

in relation to a scissor lift — the Singapore Workforce Skills Qualifications (WSQ) — Operate Scissor Lift Course;“specified public path” means any public path on HDB land;“specified purpose” means any of the following purposes:

to carry out any cleaning or maintenance work on any common property of a housing estate within a Town;

to transport any thing in connection with the cleaning or maintenance work mentioned in paragraph (a);“Town” and “Town Council” have the meanings given by section 2(1) of the Town Councils Act 1988.

the individual is authorised by a Town Council or an appointed contractor to drive the battery‑operated cart or maintenance vehicle for the specified purpose;

the specified public path is in a housing estate within a Town of the Town Council that —

authorised the individual; or

engaged the appointed contractor who authorised the individual;

in the case where the individual drives a maintenance vehicle that is a boom lift, lorry crane or scissor lift, the individual has attended and passed the specified certification course relevant to that type of maintenance vehicle;

the individual, when driving the battery‑operated cart or maintenance vehicle, must give way to other users of the specified public path;

the individual drives at a speed not exceeding —

in the case of a battery‑operated cart — 25 km/h; and

in the case of a maintenance vehicle — 10 km/h;

during hours of darkness, the individual keeps the battery‑operated cart or maintenance vehicle lit in a manner that is visible to other users of the specified public path;

there is in force, at any time the battery‑operated cart or maintenance vehicle is used in connection with the specified purpose, a policy of insurance in relation to the battery‑operated cart or maintenance vehicle insuring against any liability in respect of —

the death of or bodily injury sustained by any person (whether or not including the driver of the battery‑operated cart or maintenance vehicle); and

any property damage suffered by any person (whether or not including the driver of the battery‑operated cart or maintenance vehicle),caused by or arising out of the use of the battery‑operated cart or maintenance vehicle;

the risk under the policy of insurance mentioned in sub‑paragraph (g) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
