33. Exceptional registration

Despite anything in these Regulations, the Authority may —

register a registrable PMD; or

register the transfer of registration of a registered responsible person for a registrable PMD,despite the failure of the applicant or one of the parties to the transfer (as the case may be) to meet a requirement of these Regulations relating to the application to register or to transfer (as the case may be), if it appears to the Authority that there has been no default, negligence, improper delay or other conduct on the applicant’s part.
