Regulation 3

It is hereby further certified that the High Contracting Parties specified in the Second Schedule have availed themselves of the provisions of the Additional Protocol to the Convention to which they are hereby certified as Parties, by declaring that the first paragraph of Article 2 of the Convention shall not apply to international carriage by air performed directly by the State or any territory or possession under its jurisdiction.
