—(1) The review committee may, if it thinks fit, perform any of the functions or powers mentioned in rule 11, by the circulation of papers (including by email) among all of the members of the committee.(2) A resolution or decision in writing, approved in writing, by a majority of the members of the review committee is taken to be a decision of the committee and is as valid and effectual as if it had been made at a meeting of the committee duly convened and held.(3) Separate copies of a resolution may be distributed for signing by the members of the review committee if the wording of the resolution and approval is identical in each copy.(4) The resolution of the review committee is approved when the last member required for the majority signs.(5) Papers may be circulated among members of the review committee for the purposes of this rule by electronic transmission of the information in the papers concerned or by such other method as the committee may determine.
