Regulation 5
Representation
In appeal proceedings before the Minister or the Panel, a party may be represented by any person allowed by the Minister or the Panel, as the case may be, to appear on behalf of that party, being not an advocate and solicitor named in the register of practitioners and having in force a practising certificate issued under the Legal Profession Act (Cap. 161).
