Tripartite Jobs Council to Address AI’s Impact on
Workers, Jobs and Businesses
On 29 April 2026, the Ministry of Manpower (MOM), the National Trades Union Congress (NTUC), and the Singapore National Employers Federation (SNEF) announced their intent to form a Tripartite Jobs
Council (TJC) to support workers and businesses through the artificial intelligence (AI) transition. The
TJC, initiated by NTUC, will support and build on the tripartite partners’ respective efforts and programmes, and complement the Government’s efforts under the National AI Council to drive
Singapore’s AI agenda. The Council’s objective is to ensure workers and businesses benefit from AI-driven transformation, while managing transitions in a fair and inclusive manner.
Key Areas of Focus
The TJC will take a comprehensive and coordinated tripartite approach in the following key areas: (a)
coordinated support for enterprise workforce transformation alongside AI adoption; (b) broad-based and sectoral training for workers, with targeted transition support for at-risk worker segments and occupations to facilitate timely transitions; and (c) building public awareness of AI and encouraging take-up of initiatives. Through the TJC, the tripartite partners will scale outreach, accelerate policy implementation and direct resources where they are needed most. This will better support employers in responsible AI adoption and strengthen AI readiness and job security for workers.
Support for Workers
The Government is stepping up efforts to help Singaporeans build practical AI skills. SkillsFuture
Singapore (SSG) will introduce a simple-to-use self-diagnostic tool to help individuals assess their AI readiness. SSG will curate high-quality courses according to workers’ AI-readiness levels and highlight those with proven training outcomes and employer demand. The Government will also provide free six-month access to premium versions of AI tools for those who take up selected SkillsFuture AI courses, to help workers build AI fluency and use AI tools effectively in their domain. The Infocomm Media
Development Authority (IMDA) will expand the TechSkills Accelerator programme to develop AI bilingual workers, starting with accountancy and legal professionals.
NTUC has also announced increased support for its members to have greater access to AI tools and courses. From 1 May 2026, NTUC members will be able to utilise their Union Training Assistance
Programme benefits to access selected AI tools and resources which will be reviewed regularly to ensure relevance. Under the NTUC AI-Ready SG initiative, NTUC LearningHub has designed a comprehensive
AI learning framework enabling individuals to embark on an AI Skills Pathway suited to their needs and level of AI readiness. Thereafter, the individuals can take up corresponding AI courses developed in line with Government skills frameworks and in consultation with employers, unions, industry leaders and educational institutions.

Support for Businesses
The Government has announced the Enterprise Workforce Transformation Package (EWTP) to support companies embarking on workforce transformation. A key component of the EWTP is the SkillsFuture
Workforce Development Grant (Job Redesign+), which will provide enterprises with funding support for job redesign project costs, capped at S$150,000 per company. The grant will help companies tackle key job redesign challenges, including reskilling, effective AI adoption and capability building.
Further, SNEF has been appointed as an anchor programme partner for the EWTP and its in-house business advisors will help employers understand AI’s potential to transform business and improve productivity. For many employers, a prerequisite to adopting AI is having a good understanding of their own operations and then identifying how AI can enhance these operations. This process will enable employers to undertake the necessary job redesign, with the help of consultants if necessary, and concurrently embark on AI training for their workers. SNEF will bring together various partners, from business advisors to job redesign consultants and training providers, to provide holistic support to employers. SNEF will also partner closely with NTUC to match employers to appropriate programmes that meet their needs, including the EWTP and the Company Training Committee.
