Section 19
When search may be made without a warrant
Whenever it appears to any senior authorised officer that there is probable cause to believe that in any dwelling-house, shop or other building or place there are concealed or deposited any goods or property liable to forfeiture under this Act, and he has reasonable grounds for believing that by reason of the delay in obtaining a search warrant the goods are likely to be removed, the officer, by virtue of his office, may exercise in and upon and in respect of that dwelling-house, shop or other building or place all the powers in section 18 mentioned in as full and ample a manner as if he were empowered to do so by a warrant issued under that section.[20
