Minister may establish welfare homes

Section 7
(1)
The Minister may, by notification in the Gazette, establish welfare homes at any places within Singapore that he or she thinks proper for the reception, care and rehabilitation of destitute persons in accordance with the provisions of this Act.
(2)
The Minister may appoint superintendents and other officers for the management of those welfare homes.
(3)
Every superintendent or officer is deemed to be a public servant within the meaning of the Penal Code 1871.
