Citation and commencement
These Rules are the Destitute Persons (Welfare Homes) (Amendment) Rules 2026 and come into operation on 1 July 2026.

Destitute Persons (Welfare Homes) (Amendment) Rules 2026 is Singapore Subsidiary Legislation, cited as Subsidiary Legislation S460 2026, currently marked in force and first recorded in 2026.
Citation and commencement
These Rules are the Destitute Persons (Welfare Homes) (Amendment) Rules 2026 and come into operation on 1 July 2026.
Deletion of Part I
In the Destitute Persons (Welfare Homes) Rules (R 1) (called in these Rules the principal Rules), delete Part I.
Deletion of rule 12
In the principal Rules, delete rule 12.
Amendment of rule 13
In the principal Rules, in rule 13, replace “The Committee” with “A Review Committee appointed under section 10 of the Act (called in these Rules the Committee) for a welfare home”.
Amendment of rule 14
In the principal Rules, in rule 14 —
in paragraph (1), replace “the Committee shall be appointed for a term not exceeding two years and shall be eligible for reappointment” with “the Committee are appointed for the period specified by the Minister”; and
after paragraph (2), insert —“(3) In this rule, “Minister” includes any Permanent Secretary for the Ministry of Social and Family Development.”.
Amendment of rule 15
In the principal Rules, in rule 15, after “meeting”, insert “of the Committee”.
Replacement of rule 16
In the principal Rules, replace rule 16 with —“Chairperson
16. The Chairperson of the Committee must be appointed by the Minister from among the members of the Committee.”.
Deletion of rules 17, 18 and 19
In the principal Rules, delete rules 17, 18 and 19.
Deletion of Part III
In the principal Rules, delete Part III.
Amendment of rule 21
In the principal Rules, in rule 21(2), replace “Superintendent” with “person‑in‑charge of a welfare home”.
Amendment of rule 22
In the principal Rules, in rule 22(3), replace “Superintendent” with “person‑in‑charge of a welfare home”.
Deletion of rules 23 and 24
In the principal Rules, delete rules 23 and 24.
Amendment of rule 26
In the principal Rules, in rule 26(1) —
after “Committee”, insert “for a welfare home”; and
replace “from a welfare home” with “from the welfare home”.
Amendment of rule 29
In the principal Rules, in rule 29, after “Committee”, insert “for the welfare home”.
Deletion of rules 31, 32 and 33
In the principal Rules, delete rules 31, 32 and 33.
Amendment of rule 34
In the principal Rules, in rule 34(2), replace “Director‑General” with “person‑in‑charge of the welfare home”.
Amendment of rule 35
In the principal Rules, in rule 35, replace “Director‑General” with “person‑in‑charge of the welfare home”.
Amendment of rule 36
In the principal Rules, in rule 36, replace paragraph (1) with —“(1) The person‑in‑charge of a welfare home may grant a resident of the welfare home leave for employment.”.
Deletion of rules 37, 38 and 40
In the principal Rules, delete rules 37, 38 and 40.
Amendment of rule 41
In the principal Rules, in rule 41, replace “Superintendent” with “person‑in‑charge of the welfare home”.
Amendment of rule 42
In the principal Rules, in rule 42, replace “Superintendent” with “person‑in‑charge of the welfare home”.
Deletion of rules 43 to 47 and Part VIII heading
In the principal Rules —
delete rules 43 to 47; and (b)after rule 45, delete the Part heading.
Saving provision
Despite rule 5(a), rule 14(1) of the principal Rules as in force immediately before 1 July 2026 continues to apply in relation to a member of the Review Committee appointed before that date, as if rule 5(a) had not been made.
