any of its employees;
any public officer, or employee of another public authority, performing duties in the Authority under a secondment arrangement making available temporarily to the Authority the services of the individual.
Subject to subsection (3), the Authority may delegate the exercise of all or any of the powers conferred or duties imposed upon the Authority by any provision of this Act, to any authorised officer, subject to any conditions or limitations that the Authority may specify; and any reference in that provision of this Act or its subsidiary legislation to the Authority includes a reference to such an authorised officer.
Nothing in subsection (2) authorises delegating —
the power of delegation conferred by that subsection; or
any power of the Authority to make subsidiary legislation under this Act.
Any delegation under subsection (2) may be general or specific, and may be subject to any conditions or limitations that the Authority may specify.
In this section, “employee”, in relation to the Authority, means an individual who is employed by the Authority under a contract of service or who is otherwise engaged to perform duties in the Authority.
