Replacement of regulation 5
In the Environmental Public Health (General Waste Collection) Regulations (Rg 12), replace regulation 5 with —“Validity period of licence
5. Every general waste collector’s licence granted or renewed on or after 1 August 2026 is, unless suspended or cancelled under section 99(15) of the Act, valid for a period of 5 years starting on the date the licence is granted or renewed, as the case may be.Fee for grant or renewal of licence5A.—
Subject to paragraph (2), a fee of $570 is payable for the grant or renewal on or after 1 August 2026 of a general waste collector’s licence.
Paragraph (1) does not apply to a licensee if, at the time the general waste collector’s licence is granted or renewed, the licensee holds a valid toxic industrial waste collector’s licence granted or renewed under the Environmental Public Health (Toxic Industrial Waste) Regulations (Rg 11).”.
Saving provision
Despite regulation 2, where, before 1 August 2026, a person makes an application for the grant or renewal of a general waste collector’s licence under regulation 4 of the Environmental Public Health (General Waste Collection) Regulations —
the licence so granted or renewed on or after 1 August 2026 is valid for a period of one year starting on the date the licence is granted or renewed, as the case may be; and
the fee payable for the grant or renewal of the licence is $195, but the fee is not payable if the person holds a valid toxic industrial waste collector’s licence under the Environmental Public Health (Toxic Industrial Waste) Regulations at the time the general waste collector’s licence is granted or renewed, as the case may be.
