Citation and commencement

Citation and commencement
This Order is the Foreign National Emblems (Control of Display) (Sporting Events — Exemption) Order 2026 and comes into operation on 27 August 2026.
Definitions
In this Order —“IOC Flag Manual” means the latest edition of the flag manual for the Olympic and Paralympic Games published by the International Olympic Committee from time to time;“sporting event” means any match, game, competition, display or exhibition of any sport (including mind sports and e‑sports) held in Singapore, and includes any ancillary activity or ceremony connected with that event;“SportSG” means the Singapore Sports Council established under section 3 of the Singapore Sports Council Act 1973;“The Kallang Group” means the company known as The Kallang Group Pte. Ltd. (UEN 202235440C).
“IOC Flag Manual” means the latest edition of the flag manual for the Olympic and Paralympic Games published by the International Olympic Committee from time to time;
“sporting event” means any match, game, competition, display or exhibition of any sport (including mind sports and e‑sports) held in Singapore, and includes any ancillary activity or ceremony connected with that event;
“SportSG” means the Singapore Sports Council established under section 3 of the Singapore Sports Council Act 1973;
“The Kallang Group” means the company known as The Kallang Group Pte. Ltd. (UEN 202235440C).
Exemption
Section 3 of the Act does not apply to the display of any flag specified in the Schedule by —
an organiser, participant, competitor, spectator or invitee of a sporting event; or
a person who is an owner, tenant, lessee, occupier or person in charge of any premises where a sporting event is held,if the conditions in sub‑paragraph (2) are met.
The exemption under sub‑paragraph (1) is subject to the following conditions:
the display of the flag is in connection with the conduct of any sporting event supported by SportSG or held at premises owned, occupied or managed by SportSG or The Kallang Group;
the display of the flag is during the period the sporting event is held;
the display of the flag is at the premises the sporting event is held;
the flag displayed is that of a participant in the sporting event;
the person exempted under sub-paragraph (1) must not use, treat or display the flag or cause or wilfully or recklessly permit the flag to be used, treated or displayed in any manner which may —
cause harassment, alarm or distress;
excite disaffection;
provoke or cause a breach of the peace; or
constitute any offence under Singapore law;
the person exempted under sub-paragraph (1) must not distort or otherwise modify the design of the flag, including but not limited to the addition of any graphic, image or word on the flag, or cause or wilfully or recklessly permit such a modified flag to be displayed.
For the purposes of sub-paragraph (2)(a), a sporting event is supported by a person if the person contributes by providing a grant or value‑in‑kind, including any non‑monetary contribution.

4. The flag of Guernsey
5. The flag of the Isle of Man
6. The flag of Jersey
7. The flag of New Caledonia
8. The flag of Norfolk Island
9. The flag of Scotland
10. The flag of Tokelau
11. The flag of Wales
12. The flag of Wallis and Futuna
13. A flag listed in the IOC flag manual as a flag of a National Olympic
Committee, National Paralympic Committee or an entity, permitted in the
IOC flag manual to be displayed.
