Regulation 17

A licensee must employ or engage such number of suitable personnel as is necessary to ensure the safety of the licensee’s patients and the quality of care that the licensee is reasonably expected to provide to the patients.

For the purposes of determining the suitability of a person to be employed or engaged as personnel under paragraph (1), the matters that the licensee must have regard include (but are not limited to) the professional qualifications, skills and competencies that the person possesses.

For the purposes of ensuring proper accountability and supervision of every personnel, the licensee must establish and maintain proper systems to ensure adequate division of duties and clear reporting lines.
