Regulation 23
A voter who has inadvertently dealt with his polling paper in such a manner that it cannot be conveniently used as a polling paper may, on delivering it to any polling officer, and proving the fact of the inadvertence to the satisfaction of the polling officer, obtain another polling paper in place of the polling paper so delivered up (referred to in these Rules as a spoilt polling paper), and the spoilt polling paper shall be immediately cancelled by the polling officer.
