Regulation 3

Changes in ownership of special development or special infrastructure

Subregulation 1

This regulation applies to —

(a)

a special development; or

(b)

a special infrastructure the responsible person of which is the owner of the special infrastructure.

Subregulation 2

Where there is any change in the ownership of a special development or a special infrastructure mentioned in paragraph (1), the relevant person must, within 7 days after the effective date of that change —

(a)

inform the Commissioner of that change; and

(b)

furnish to the Commissioner such other information and documents relating to that change as the Commissioner may specify on the Internet website at https://www.police.gov.sg.

Subregulation 3

Any person who, without reasonable excuse, fails to comply with paragraph (2) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000.

Subregulation 4

In this regulation —

Definition

“effective date”, for a change in the ownership of a special development or a special infrastructure, means the date on which that change takes effect;

Definition

“relevant person”, for a special development or a special infrastructure, means —

(a)

where the change mentioned in paragraph (2) is the transfer of the whole of the ownership of the special development or special infrastructure to another person, the responsible person of the special development or the special infrastructure (as the case may be) immediately before the effective date of the change; or

(b)

in any other case, the responsible person of the special development or the special infrastructure (as the case may be) on the effective date of the change mentioned in paragraph (2).
