Regulation 7

Immunities and privileges of Secretary General and directors of Complex

Subregulation 1

Each of the following persons shall enjoy the privileges and immunities set out in sub-paragraph (2):

(a)

the Secretary General;

(b)

5 directors of the Complex who are duly accredited to the Government.

Subregulation 2

The privileges and immunities are —

(a)

immunity from suit and legal process (even after he has ceased to serve the ICPO-INTERPOL) in respect of all official acts performed by him in connection with his official duties and strictly within the limits of his official capacity;

(b)

exemption from taxation on his salary and emoluments paid to him by the ICPO-INTERPOL and derived from activities connected with the functions of the Complex;

(c)

exemption from customs duty when importing furniture and personal effects within 6 months after first taking up his post in Singapore;

(d)

exemption from customs and excise duty and vehicle taxes (including goods and services tax, fee for a certificate of entitlement, registration fee and additional registration fee) when importing or purchasing one motor vehicle for personal use;

(e)

exemption from customs and excise duties when purchasing petroleum of premium or intermediate grade;

(f)

exemption from foreign domestic worker levy in respect of 3 (in the case of the Secretary General) or 2 (in the case of a director of the Complex) foreign domestic workers employed by him;

(g)

exemption from customs and excise duties when purchasing liquor and tobacco from a licensed warehouse within the meaning of the Customs Act (Cap. 70); and

(h)

exemption from taxes in respect of water supplied by the Public Utilities Board to his residence in Singapore.

Subregulation 3

The immunity under sub-paragraph (2)(a) does not apply in the case of an offence against the written law relating to motor vehicle traffic committed by him, or of damage caused by a motor vehicle belonging to or driven by him.

Subregulation 4

The privilege under sub-paragraph (2)(d) also applies to the spouse of the Secretary General or a director of the Complex.
