Regulation 3

Where the owner of a flat has contravened any of the provisions of the Act specified in the first column of the Schedule, the Corporation may, instead of proceeding against him under section 40 or 46 of the Act, require him to pay to the Corporation a penalty as set out in the second column of the Schedule.
