In the RTA, before section 3, insert —“Interpretation of this Part2A. In this Part —“authorised exporter” means a person who —

(a)

is engaged in the business of exporting de‑registered vehicles;

(b)

has the control, management or superintendence of those vehicles in the course of that business; and

(c)

is appointed by the Registrar as such under rules made under section 34;“authorised operator”, in relation to a designated area or scrapyard, means an operator of the designated area or scrapyard who is appointed by the Registrar as such under rules made under section 34;“designated area” means an area designated by the Registrar for the keeping of de‑registered vehicles under rules made under section 34.”.
