Part 1
Citation and commencement
These Regulations are the Maintenance of Racial Harmony (Service of Documents) Regulations 2026 and come into operation on 15 September 2026.
Definitions
In these Regulations —“authorised representative”, in relation to a partnership (other than a limited liability partnership), means any person authorised to accept service of documents on behalf of the partnership;“business address” means —
in the case of an individual — the individual’s usual or last known place of business in Singapore; or
in the case of a partnership (other than a limited liability partnership) — the partnership’s principal or last known place of business in Singapore;“chosen means of access”, in relation to a person (X) on whom is or is to be served a document, means an electronic means agreed upon between X and another person serving the document as the means by which X may access that document’s contents;“chosen means of notification”, in relation to a person (X) on whom is or is to be served a document, means an electronic means nominated by X to another person serving the document as the means by which X may be notified that such a document has been served on X;“document” includes a notice or an order;“last email address”, in relation to a person (X) on whom is or is to be served a document, means the last email address given by X to another person serving the document as the email address for the service of documents under the Act;“residential address”, in relation to an individual, means the place of residence of an individual as registered under the National Registration Act 1965;“serve”, in relation to a document, includes to give or send the document to a person.

“last email address”, in relation to a person (X) on whom is or is to be served a document, means the last email address given by X to another person serving the document as the email address for the service of documents under the Act;
“residential address”, in relation to an individual, means the place of residence of an individual as registered under the National Registration Act 1965;
“serve”, in relation to a document, includes to give or send the document to a person.
Application

Parts 2 and 3 apply in relation to a document permitted or required by or under the Act to be served on a person if, and only if, no method for serving that document is expressly prescribed under the Act.
Part 4 applies in relation to any document permitted or required by or under the Act to be served on a person.
These Regulations do not apply for the purposes of court proceedings.

Part 2
Service of documents on individual
A document to be served on an individual (X) may be served —
by giving it to X personally;
by sending it by registered post to —
the address specified by X for the service of documents generally, or specifically for the document; or
if no address is so specified — X’s residential address or business address;
by leaving it at X’s residential address with an adult apparently resident there, or at X’s business address with an adult apparently employed there;
by affixing a copy of the document in a conspicuous place at X’s residential address or business address; or
by sending it by fax to the fax number last known to the person serving the document as the fax number for the service of documents on X.
Service of documents on partnership other than limited liability partnership
A document to be served on a partnership (other than a limited liability partnership) may be served —
by giving it to any partner or other similar officer, or an authorised representative, of the partnership;
by leaving it at, or by sending it by registered post to, the partnership’s business address; or
by sending it by fax to the fax number used at the partnership’s business address.
Service of documents on body corporate or unincorporated association
A document to be served on a body corporate (including a limited liability partnership) or an unincorporated association may be served —
by giving it to the secretary or other similar officer of the body corporate or unincorporated association, or the limited liability partnership’s manager;
by leaving it at, or by sending it by registered post to, the registered office or principal office in Singapore of the body corporate or unincorporated association; or
by sending it by fax to the fax number used at the registered office or principal office in Singapore of the body corporate or unincorporated association.
Part 3
Additional modes of service of document

In addition, a document to be served on a person (X) may be served —
by sending it by email to X’s last email address;
by sending an electronic notice to X using X’s chosen means of notification, stating —
that the document is available; and
how X may use X’s chosen means of access to access the document’s contents; or
if the Minister or the competent authority is serving the document on X and X’s name cannot be ascertained despite the exercise of reasonable diligence —
by posting the document on a website maintained by the competent authority and specified by the Minister for this purpose; or
by sending an electronic copy of the document to an account on social media associated with X, if the account provides a mechanism for X to receive electronic communications in that account.
However, a method of service mentioned in paragraph (1)(a) or (b) may only be used if X gives prior written consent for service by that method.
In addition, a document to be served on a person (X) may be served —
by sending it by email to X’s last email address;
by sending an electronic notice to X using X’s chosen means of notification, stating —
that the document is available; and
how X may use X’s chosen means of access to access the document’s contents; or
if the Minister or the competent authority is serving the document on X and X’s name cannot be ascertained despite the exercise of reasonable diligence —
by posting the document on a website maintained by the competent authority and specified by the Minister for this purpose; or
by sending an electronic copy of the document to an account on social media associated with X, if the account provides a mechanism for X to receive electronic communications in that account.
However, a method of service mentioned in paragraph (1)(a) or (b) may only be used if X gives prior written consent for service by that method.
Part 4
When service of document takes effect
Service of a document takes effect —
if the document is sent by registered post — 2 days after the date on which the document was posted (even if it is returned undelivered);
if the document is sent by fax and a notification of successful transmission is received — on the day of transmission;
if the document is sent by email — at the time that the email becomes capable of being retrieved by the person to whom it is sent;
if the document is posted on a website mentioned in regulation 7(1)(c)(i) — at the beginning of the day after the date on which the document was posted; or
if the document is sent to an account on social media mentioned in regulation 7(1)(c)(ii) — at the beginning of the day after the date on which the document was sent.
