An Act to empower revenue vessels owned by the government of Malaysia to operate in the waters of Singapore.
Short title
This Act may be cited as the Malaysia Revenue Vessels Act.
Interpretation
In this Act —“preventive service flag” means a flag of the colours and design described in the Schedule;“revenue vessel” means any vessel or boat owned and employed for the prevention of smuggling by the government of Malaysia.

Powers of master and crew of revenue vessel
It shall be lawful for the master or other person having the charge or command of a revenue vessel, on hoisting a preventive service flag, to exercise with such assistance as he may consider necessary within the waters of Singapore or upon any vessel or islet therein, or upon any landing place or wharf abutting thereon, the following powers:
all the powers conferred by sections 24, 26 and 35 of the Misuse of Drugs Act [Cap. 185] upon senior officers of customs and officers of customs; (b)all the powers conferred by sections 105, 110 and 112 of the Customs Act [Cap. 70] upon senior officers of customs and officers of customs; and (c)all the powers conferred by sections 9, 13, 14, 16, 20 and 21 of the Control of Imports and Exports Act [Cap. 56] upon senior authorised officers and authorised officers.
How person arrested is to be dealt with
Every person arrested and every article seized under the powers conferred by section 3 shall, without unnecessary delay, be taken to a police station.
Obstruction
Any person who wilfully obstructs or hinders any person lawfully exercising any of the powers conferred by section 3 shall be guilty of an offence and shall be liable on conviction by a District Court or a Magistrate’s Court to a fine not exceeding $2,000.
Masters and crew of revenue vessels to be public servants
The masters or other persons having the charge or command of revenue vessels and all members of the crew thereof shall, while those vessels are within the waters of Singapore, be deemed to be public servants within the meaning of the Penal Code [Cap. 224].
Amendment of Schedule
The Schedule may at any time be amended or varied by order of the Minister.
THE SCHEDULE
Preventive Service Flag
A marine or light blue flag the length of which is 1½ times the
breadth, having 3 stripes side by side running diagonally from the
upper tack corner to the lower fly corner. The colours of the stripes are
white on the top, black in the centre and yellow at the bottom. The
breadth of each stripe is one-tenth of the length of the flag.
