25. Decision following investigation

Where, following an investigation conducted under section 24, the Authority considers that any provision of this Part or of any code of practice has been infringed and the Authority proposes to make a direction under section 26, the Authority shall —

give written notice to the person likely to be affected by such direction; and (b)give such person an opportunity to make representations to the Authority.
