Expenses with regard to foreign seamen
All expenses incidental to the apprehension, detention, support and removal of any seaman under section 122 shall be paid or secured beforehand by the consular officer who has applied to the court to exercise its powers under that section; and, if they are not so paid on demand or secured, proceedings may be stopped.[139
