Regulation 16

Where the wages cannot be paid to the seafarer in accordance with regulations 14 and 15 and the seafarer is not known to be dead, then, notwithstanding anything contained in these Regulations, the wages shall be paid and an account thereof delivered to the person named as the seafarer’s next‑of‑kin, as soon as is practicable after the expiration of 4 months from the time of payment.
