Any person who knowingly allows a meeting of an unlawful organisation or of members of an unlawful organisation to be held in any house, building or place belonging to or occupied by him or over which he has control, shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $1,000 or to imprisonment for a term not exceeding one year or to both.
