Clause 1

Short title and commencement

This Act may be cited as the Nanyang University (Amendment) Act, 1966, and shall come into operation on such date as the Minister may, by notification in the Gazette, appoint.

Clause 2

Amendment of section 2

Section 2 of the Nanyang University Ordinance, 1959 (hereinafter in this Act referred to as “the Ordinance”) is hereby amended by deleting the definition of “Statute” appearing therein.

Amendment of section 12

Subsection (3) of section 12 of the Ordinance is hereby amended by deleting the words “two years” appearing in the second line thereof and substituting therefor the words “four years”.

Clause 4

New section 13A

The Ordinance is hereby amended by inserting immediately after section 13 thereof the following new section: —“Deputy Vice-Chancellor13A.—

(1)

There shall be a Deputy Vice-Chancellor who shall be appointed by the Council and who may exercise any of the functions of the office of Vice-Chancellor in the event of the Vice-Chancellor being unable to perform the functions of his office.(2) The term of office and other conditions of service of the Deputy Vice-Chancellor shall be determined by the Council.”.

Amendment of section 15

Section 15 of the Ordinance is hereby amended by deleting subsection (1) thereof and substituting therefor the following: —“(1) There shall be a Bursar who shall be a full-time officer of the University and who shall be appointed by the Council.”.

Amendment of section 18

Section 18 of the Ordinance is hereby amended by deleting the words “President and twenty-seven members” appearing in the third line thereof and substituting therefor the words “Vice-Chancellor and twenty members”.

Amendment of section 19

Section 19 of the Ordinance is hereby amended by deleting subsection (1) thereof and substituting therefor the following: —“(1) The members of the Council other than the Vice-Chancellor shall be appointed in the manner following: —

(a)

six members appointed by the Government, of whom three may be persons resident outside Singapore;

(b)

two members, being members of the University, elected from among its members by the Guild of Graduates;

(c)

two members elected from among its members by the Senate;

(d)

three members elected from among members of the University at a general meeting of members of the University; and

(e)

seven members, being persons prominent in the spheres of education, culture, industry or commerce, appointed by the outgoing Council.”.

Clause 8

Amendment of section 20

Section 20 of the Ordinance is hereby amended —

(a)

by deleting the words “two years” appearing in the third line thereof and substituting therefor the words “four years”; and

(b)

by deleting the words “one year” appearing at the end of the proviso thereto and substituting therefor the words “two years”.

Amendment of section 29

Section 29 of the Ordinance is hereby amended by inserting immediately after sub-paragraph (viii) of paragraph (f) thereof the following new sub-paragraphs: —“(ix)the powers and duties of the officers of the University;

(x)

the composition, powers, duties and procedure of the Senate and the Guild of Graduates;

(xi)

the discipline and welfare of students;”.

Miscellaneous amendments

The following provisions of the Ordinance are hereby amended by deleting the word “President” wherever it appears therein and substituting therefor the word “Vice-Chancellor”: —Sections 13 (and marginal note), 24 and 25.
