Amendment of section 300

Section 300 of the Penal Code is hereby amended by inserting immediately after Exception 6 thereof the following new Exception: —“Exception 7.—Culpable homicide is not murder if the offender was suffering from such abnormality of mind (whether arising from a condition of arrested or retarded development of mind or any inherent causes or induced by disease or injury) as substantially impaired his mental responsibility for his acts and omissions in causing the death or being a party to causing the death.”.

Amendment of section 364

Section 364 of the Penal Code is hereby amended by deleting all the words appearing immediately after the word “punished” in the third line thereof and substituting therefor the words “with death or imprisonment for life and shall, if he is not sentenced to death, also be liable to caning”.

Section 410 of the Penal Code is hereby amended —

(a)

by renumbering the existing section as subsection (1); and

(b)

by adding thereto the following new subsection: —“(2) The expression “stolen property” includes any property into or for which stolen property has been converted or exchanged and anything acquired by such conversion or exchange, whether immediately or otherwise.”.
