Regulation 1

Citation and commencement

These Rules may be cited as the Pingat Jasa Perwira (Tentera) (Singapore Armed Forces Medal for Distinguished Act) Rules 1997 and shall be deemed to have come into operation on 11th July 1997.

Regulation 2

Definition

In these Rules, “Armed Forces Council” means the Armed Forces Council established under section 8 of the Singapore Armed Forces Act (Cap. 295).

Regulation 3

Designation of Medal

The Medal shall be designated and styled the Pingat Jasa Perwira (Tentera) or the Singapore Armed Forces Medal for Distinguished Act.

Regulation 4

Award of Medal

Subregulation 1

Suggest a correction

The Medal may be awarded to any person who has performed an act or a series of acts of courage in hazardous circumstances without regard for personal safety.

Subregulation 2

The Medal shall be awarded by the Minister charged with the responsibility for defence on behalf of the President.

The Medal may be awarded posthumously.

Regulation 5

Description of Medal

The Medal shall be bronze-based and 40 millimetres in diameter, and shall consist of 2 four-pointed stars, each 3 millimetres in thickness, on a sixteen-sided base.

Subregulation 2

Its obverse side shall consist of a white enamel centre piece with a gold-plated tri-service design embedded on it.

Its reverse side shall bear the inscription “PINGAT JASA PERWIRA (TENTERA)”.

The Medal shall be of the design set out in the Schedule.

Regulation 6

Manner in which Medal is to be worn

Subregulation 1

The Medal shall be worn on the left side of the outer garment and shall be suspended by a ribbon 35 millimetres in width.

Subregulation 2

Suggest a correction

The ribbon shall be white and flanked on each side by a red stripe, a dark blue stripe and a light blue stripe.

Regulation 7

Name, etc., to be inscribed on Medal

The name of the person who is awarded a Medal and the date of the award shall be inscribed on the back of the Medal.

Regulation 8

Award and description of Bar

Subregulation 1

Where a person who has previously been awarded the Medal performs an act or a series of acts deserving of the award of the Medal, the act or series of acts may be recognised by the award of a Bar to the Medal.

Subregulation 2

There shall be no limit to the number of Bars that may be awarded to a person who has been awarded the Medal.

The Bar shall —

(a)

be bronze-based, 35 millimetres in length and 10 millimetres in width; and

(b)

have a laureated border and shall bear the date of the award.

Subregulation 4

The Bar shall be attached to the ribbon by which the Medal is suspended.

Regulation 9

Nominations for award

Every nomination for the award of a Medal or a Bar thereto shall be submitted to the Armed Forces Council which shall submit the nomination together with the Council’s recommendation on the award to Cabinet for approval.

Regulation 10

Publication in Gazette

The names of the persons to whom the Medal or a Bar thereto is awarded shall be published in the Gazette and a register of such names shall be kept in the Ministry of Defence.

Regulation 11

Forfeiture of Medal or Bar

Subregulation 1

Suggest a correction

If a person who has been awarded the Medal or a Bar thereto is convicted of a criminal offence or is dismissed, or discharged, from the Singapore Armed Forces on disciplinary grounds, the President may order the forfeiture of the Medal or Bar.

Subregulation 2

The President may restore the Medal or a Bar thereto to any person whose Medal or Bar has previously been forfeited.

Regulation 12

Replacement of Medal or Bar

If a Permanent Secretary to the Ministry of Defence is satisfied that a Medal or a Bar thereto has been lost or destroyed, he may replace the Medal or Bar upon payment by the person entitled to the Medal or Bar of a sum sufficient to cover the cost of the replacement.
