Section 16

Duty to report discharge of oil, etc., from land or apparatus

If any actual or probable discharge into Singapore waters of oil, oily mixture, noxious liquid substance, sediments or a mixture containing oil, oily mixture, noxious liquid substance or sediments occurs from a place on land or an apparatus used for transferring oil, oily mixture, noxious liquid substance, sediments or that mixture from or to a ship, the occupier of the place on land or the person in charge of the apparatus (as the case may be) must forthwith report the occurrence to the Port Master in the prescribed manner and, if the occupier or the person in charge (as the case may be) fails to do so, shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000.
