Public Transport Council (Ride-hail Fare Pricing Policy) Order 2020

a contract ride‑hail fare in accordance with Part 3, public notice of which must be given in accordance with paragraph 6; or

a metered ride‑hail fare in accordance with Part 4, public notice of which must be given in accordance with paragraph 8.

be published by the ride‑hail industry participant providing the service concerned in such manner as will secure adequate publicity for the ride‑hail fare among members of the public and hirers; and

be lodged with the Council by that ride‑hail industry participant at least 28 days before the ride‑hail service is offered or provided to the public at that ride‑hail fare.

at least 7 days before the ride‑hail service is offered or provided to the public at the changed fare or new fare, as the case may be; and

in such manner as will secure adequate publicity for the changed fare or new fare, among members of the public and hirers.

a basic hiring charge for the journey in paragraph 9; and

all or any of the additional fees or charges in paragraph 11,and no other fare component.

a fee or charge, being of a fixed amount or an amount calculated according to a fixed rate of the basic hiring charge in paragraph 9, that applies if —

circumstances with respect to the journey change requested by the hirer, such as a change in route or an additional stop or passenger;

the bookable vehicle is used for a longer period than contracted;

animals or certain passengers are to be carried in the bookable vehicle; or

in the course of the journey, a passenger soils the taxi or bookable vehicle in such a manner that the taxi or vehicle cannot reasonably be expected to be used to provide a passenger transport service before being cleaned;

a fee or charge because the journey involves riding, driving or moving the bookable vehicle on a road and during the hours for which road‑user charges are payable;

an additional charge for journeys travelled at certain times, that is either a fixed sum, or an amount calculated according to a fixed rate of the basic hiring charge in paragraph 9;

any other fee or charge relating to the provision of the ride‑hail service.

a peak period surcharge which is the same amount or at the same rate allowed under Part 4 of the Public Transport Council (Street‑hail Fare Pricing Policy) Order 2020 as if the taxi were hired to provide a street‑hail service;

a late night hiring surcharge which is the same amount or at the same rate allowed under Part 4 of the Public Transport Council (Street‑hail Fare Pricing Policy) Order 2020 as if the taxi were hired to provide a street‑hail service;

a location surcharge which is the same amount or at the same rate allowed under Part 5 of the Public Transport Council (Street‑hail Fare Pricing Policy) Order 2020 as if the taxi were hired to provide a street‑hail service;

a passenger surcharge which is the same amount or at the same rate allowed under Part 6 of the Public Transport Council (Street‑hail Fare Pricing Policy) Order 2020 as if the taxi were hired to provide a street‑hail service;

an extra charge for road‑user charges incurred during the hire of the taxi, and a cashless payment charge, allowed under Part 7 of the Public Transport Council (Street‑hail Fare Pricing Policy) Order 2020 as if the taxi were hired to provide a street‑hail service.

a licensed taxi service operator providing the taxi service; or

a taxi driver licensed under the Road Traffic Act 1961 to drive a taxi not owned by a licensed taxi service operator providing the taxi service,is deemed to be the booking fee lodged under paragraph 7 of this Order by the person in sub‑paragraphs (a) and (b) as if the person were the ride‑hail industry participant providing the service concerned.

a licensed taxi service operator providing the taxi service; or

a taxi driver licensed under the Road Traffic Act 1961 to drive a taxi not owned by a licensed taxi service operator providing the taxi service,is deemed to be the booking fee published under paragraph 8 of this Order by the person in sub‑paragraphs (a) and (b) as if the person were the ride‑hail industry participant providing the service concerned.
