Section 10

Except as otherwise provided by this Act and the rules, no person may keep or use a vehicle unless it has been registered under this Act and its registration under this Act has not been cancelled.

The Registrar may charge any fees that may be prescribed for the registration of a vehicle under this Act.

Any person who contravenes subsection (1) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 3 months or to both and, in the case of a second or subsequent conviction, to a fine not exceeding $5,000 or to imprisonment for a term not exceeding 6 months or to both.
