reg 1Citation and commencement

These Rules are the Road Traffic (Motor Vehicles, Registration and Licensing) (Amendment No. 3) Rules 2026 and come into operation on 15 September 2026.

reg 2Amendment of rule 28

In the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5), in rule 28 —

(a)

in the rule heading, after “certificate”, insert “, etc.”; and

(b)

replace paragraph (1) with —“(1) A heavy vehicle must not be transferred to or registered in the name of any person unless —

(a)

the person has been issued with a vehicle parking certificate in respect of the heavy vehicle by the relevant authority under the Parking Places Act 1974 for the period for which the heavy vehicle is licensed or is to be licensed; or

(b)

the person —

(i)

has made a lodgement under rule 7(1) of the Parking Places (Parking of Heavy Vehicles — Lodgement) Rules 2026 (G.N. No. S 609/2026) in respect of the heavy vehicle for the period for which the heavy vehicle is licensed or is to be licensed and that lodgement has not lapsed under rule 8 of those Rules; and

(ii)

has been issued a notice under those Rules acknowledging the receipt of the lodgement under rule 7(3) of those Rules.”.
