28. Heavy vehicle not to be transferred without vehicle parking certificate, etc.

A heavy vehicle must not be transferred to or registered in the name of any person unless —
the person has been issued with a vehicle parking certificate in respect of the heavy vehicle by the relevant authority under the Parking Places Act 1974 for the period for which the heavy vehicle is licensed or is to be licensed; or
the person —
has made a lodgement under rule 7(1) of the Parking Places (Parking of Heavy Vehicles — Lodgement) Rules 2026 (G.N. No. S 609/2026) in respect of the heavy vehicle for the period for which the heavy vehicle is licensed or is to be licensed and that lodgement has not lapsed under rule 8 of those Rules; and
has been issued a notice under those Rules acknowledging the receipt of the lodgement under rule 7(3) of those Rules.
Any person who is prohibited under paragraph (1) from having a heavy vehicle transferred to or registered in his name and who keeps or is in possession of the heavy vehicle for more than 7 days after purchasing the heavy vehicle shall be guilty of an offence.
Subregulation 1
A heavy vehicle must not be transferred to or registered in the name of any person unless —

the person —
