Application for licence
Subregulation 1
An application for the grant or renewal of a licence shall be made to the Registrar in such form as the Registrar may require.
Subregulation 2
The licences issued under these Rules shall be in such form as the Registrar may determine.
Subregulation 3
In considering an application for the grant of a licence, the Registrar may require to be satisfied as to whether the vehicle in respect of which the application is made —
is suitable for use as a public service vehicle, having regard to the construction of the vehicle, existing traffic conditions and the comfort of any passenger to be conveyed on board;
is painted and varnished adequately and properly;
is provided with suitable lamps and other fittings;
is a new vehicle, where the vehicle is to be used as a taxi, an excursion bus or an omnibus;
has an engine which uses petrol where the vehicle is to be used as a private hire car; and
has the complete name of the owner painted on the sides in such manner as the Registrar may direct where the public service vehicle is an omnibus, a private bus, an excursion bus, a private hire bus or a school bus.
Subregulation 4
Where the Registrar is satisfied that the applicant has fulfilled the requirements of these Rules, the Registrar may grant a licence to the applicant with or without conditions.
Subregulation 5
A licence may be granted or renewed for such periods as the Registrar may determine.
Subregulation 6
Where the Registrar refuses to grant a licence, the Registrar shall notify the applicant of his refusal to grant a licence.
Subregulation 7
The applicant may, within 14 days of the date of receipt of such notice, appeal against such refusal to grant a licence to the Minister whose decision shall be final.
