12. Procedure of Committee

At every meeting of the Committee 8 members of the Committee shall form a quorum.
Committee
“Committee” means the Management Committee constituted under section 11;
The first deputy chairman shall in the absence of the chairman preside at any meeting of the Committee; and in the absence of both the chairman and the first deputy chairman, the second deputy chairman shall preside at the meeting.
An alternate member of the Committee may attend any meeting of the Committee and, subject to the rules, in the absence of any member of the Committee in respect of whom he is the alternate member shall have the right to vote at the meeting and when so voting shall be deemed to be a member of the Committee.

“member” means a person whose name appears in the register as a member in any class or category and includes any two or more persons whose names are registered together as joint members;
The powers of the Committee shall not be affected by any vacancy in its membership.
The chairman shall have a vote as a member and in the event of an equality of votes he shall have and shall exercise a casting vote.
At the request of any member the vote on any matter before the Committee shall be taken by ballot.[11
