9. Appointment of officers, etc.

(1)
Subject to subsection (2) and the Public Sector (Governance) Act 2018, the Board may, on such terms and conditions as it may determine —

“Board” means the Singapore Totalisator Board established under section 3;
(a)
appoint and employ such officers, employees, consultants or agents; and
(b)
appoint such totalisator agencies,as may be necessary for the effective performance of its functions.
(2)
The Board must obtain the approval of the Minister for the appointment of —
(a)

(b)
any totalisator agency.[7
