3. Purposes of Act

The purposes of this Act are to provide consumers in Singapore with a choice of small motorised vehicles that meet safety standards and that are able to make use of technological advancements by —
prohibiting the import into Singapore of small motorised vehicles that do not comply with vehicle standards (except in limited circumstances);
import
“import” means to bring or cause to be brought into the customs territory by land, water or air from —(a)any place outside Singapore; or(b)a free trade zone,but does not include to tranship or to transit;
prohibiting the keeping of unsafe devices; and
distinguishing those which are non‑compliant.
