25. Proportional examination of goods seized to be accepted by courts

When any goods have been seized under section 14, 15 or 16, it is sufficient to open, examine and, if necessary, test the contents of a proportion of the goods seized that the authorised officer or senior authorised officer (as the case may be) may determine.

“goods” means any movable or personal property but does not include choses in action or money;

The court is to presume, unless the contrary is shown, that the goods contained in the unopened packages or receptacles are of the same nature, quantity and quality as those found in similar packages or receptacles which have been opened.
