In these Rules —
Definition
“ambulance” means a motor vehicle that is specifically equipped for —
(a)
the transport on roads of; and
(b)
the provision, during such transport, of out-of-hospital clinical care to,sick or injured individuals who require emergency medical treatment;

Definition
“authorised”, for an ambulance, means —
(a)
being specified in a licence (other than a revoked licence) under the Healthcare Services Act 2020 authorising the use of the ambulance to provide a licensable healthcare service specified in that licence; or
(b)
being owned by the Government and used for the purposes of the Singapore Armed Forces or the Singapore Civil Defence Force.

Definition
“authorised officer” means an officer authorised by the Registrar to administer and enforce these Rules;

“card machine” means a machine designated by the Registrar for recording information in an electronic form on a vehicle entry card and for deducting any toll, vehicle entry fee or road user charge from a vehicle entry card or other stored value card;

“checkpoint” means the Immigration Checkpoint at Woodlands or the Immigration Checkpoint at Tuas, as the case may be;

“foreign vehicle” means a motor vehicle that —
(a)
is not registered under the Act; and
(b)
is brought into Singapore from any place outside Singapore;

“Johore Bahru — Woodlands Causeway” means that part of the causeway linking Johore Bahru to Woodlands that is within the territory of Singapore;

“Second Crossing” means that part of the causeway linking Gelang Patah to Tuas that is within the territory of Singapore;

“stored value”, in relation to a vehicle entry card or stored value card, means the amount of money standing to the credit of the card;

“stored value card” means a stored value card which, when used with a card machine in a way authorised by the Registrar, results in the appropriate amount of toll payable for a vehicle under these Rules being deducted from the stored value of the card;

Subregulation 2
In these Rules, a reference to a vehicle entry card in relation to a motor vehicle is a reference to a vehicle entry card on which the registration number of the motor vehicle has been electronically recorded.
Regulation 3
Toll for driving motor vehicle on causeways

Subregulation 1
A toll of the appropriate amount specified in the Schedule shall be payable by the driver of a motor vehicle on every occasion he uses —
(a)
the Johore Bahru — Woodlands Causeway to leave Singapore;
(aa)[Deleted by S 62/2018 wef 01/02/2018](b)the Second Crossing to leave Singapore; or
(c)
the Second Crossing to enter Singapore.

The toll shall be paid —
(a)
in the case of paragraph (1)(a), at the Immigration Checkpoint at Woodlands before the driver of the motor vehicle uses the Johore Bahru — Woodlands Causeway;
(aa)[Deleted by S 62/2018 wef 01/02/2018](b)in the case of paragraph (1)(b), at the Immigration Checkpoint at Tuas before the driver of the motor vehicle uses the Second Crossing; or
(c)
in the case of paragraph (1)(c) —
(i)
for a motor vehicle in respect of which a vehicle entry permit is granted, at the Immigration Checkpoint at Woodlands or the Immigration Checkpoint at Tuas, before the driver of the motor vehicle leaves Singapore using the Johore Bahru — Woodlands Causeway or the Second Crossing, respectively; or
(ii)
in any other case, at the Immigration Checkpoint at Tuas after the driver of the motor vehicle uses the Second Crossing.

Notwithstanding paragraph (1), an authorised officer may —
(a)
in accordance with any general or specific direction given by the Minister; or
(b)
if, having regard to extreme weather conditions or other emergency, he considers it expedient to do so,at any time allow the driver of a motor vehicle to use the Johore Bahru — Woodlands Causeway to leave or enter Singapore, or the Second Crossing to leave or enter Singapore, without payment of any toll.
Regulation 4
Payment of toll
Subregulation 1
The toll payable by the driver of a motor vehicle registered under the Act shall be paid by —
(a)
entering such information as may be required by the Registrar in relation to the motor vehicle into a card machine at the checkpoint; and
(b)
inserting a valid stored value card into a card machine,whereupon the appropriate amount of toll shall be deducted from the stored value of the stored value card.
Subregulation 2
The toll payable by the driver of any motor vehicle in relation to which a vehicle entry card has been issued, being a card the period of validity of which has not expired on the date of the use of the Johore Bahru — Woodlands Causeway or the Second Crossing, as the case may be, shall be paid by inserting the card into a card machine at the checkpoint, whereupon the appropriate amount of toll shall be deducted from the stored value of the card.
Subregulation 3
The toll payable by the driver of any motor vehicle, other than a motor vehicle referred to in paragraph (1) or (2), shall be paid in such manner as the Registrar determines.
Subregulation 4
The Registrar may, in his discretion and in such circumstances as he considers appropriate, permit the toll for a motor vehicle to be paid in any other manner.
Subregulation 5
In this rule —
Definition
“valid stored value card” means a stored value card the period of validity of which, as recorded in an electronic form on the card by the issuer, has not expired;
Definition
“period of validity”, in relation to a vehicle entry card, means the period of validity of the card as recorded in an electronic form on the card by the Authority.
Regulation 5
Failure to pay toll

Subregulation 1
Any person who fails to pay toll in accordance with rules 3 and 4 shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $1,000 or to imprisonment for a term not exceeding 3 months and, in the case of a second or subsequent offence, to a fine not exceeding $2,000 or to imprisonment for a term not exceeding 6 months.

A person shall be deemed to have failed to pay toll in accordance with rule 4 if —
(a)
he fails to comply with rule 4(1), (2), (3) or (4), whichever is applicable;
(b)
in purported compliance with rule 4(1), he inserts into a card machine at the checkpoint a stored value card the stored value of which is less than the amount of the toll payable by him; or
(c)
in purported compliance with rule 4(2), he inserts into a card machine at the checkpoint a vehicle entry card the stored value of which is less than the amount of the toll payable by him.
Subregulation 3
Where the Registrar or an authorised officer has reason to believe that a person has committed an offence under paragraph (1) —
(a)
the Registrar or authorised officer may, by notice or otherwise, require the person to pay in such manner as the Registrar may require the toll payable by him and an administrative charge of $10; and
(b)
if the person complies with the requirement under sub-paragraph (a), he shall not be guilty of the offence.
Regulation 6
Other offences
Subregulation 1
Any person who —
(a)
with intent to deceive, enters incorrect information into the card machine; (b)in purported compliance with rule 4(2), inserts any vehicle entry card into a card machine other than the vehicle entry card in relation to the motor vehicle he is driving; or
(c)
in purported compliance with rule 4(1) or (2), inserts into a card machine a stored value card or, as the case may be, a vehicle entry card, which is a forgery or has been tampered with,shall be guilty of an offence.
Subregulation 2
In any proceedings for an offence under paragraph (1), it shall be a defence for the defendant to prove —
(a)
in the case of an offence under paragraph (1)(b), that he did not know nor have reason to believe that the vehicle entry card was not a vehicle entry card in relation to the motor vehicle he was driving; or
(b)
in the case of an offence under paragraph (1)(c), that he did not know nor have reason to believe that the stored value card or, as the case may be, the vehicle entry card was a forgery or had been tampered with.

Power to prohibit entry into or departure from Singapore

Where a person driving a motor vehicle has committed, or is reasonably believed by the Registrar or an authorised officer to have committed, an offence under rule 5 or 6, the Registrar or authorised officer may prohibit such person from driving the motor vehicle past the checkpoint into or out of Singapore, as the case may be.

The Registrar or an authorised officer may prohibit the entry into or exit from Singapore of any foreign vehicle if the toll payable under rule 3(1) for that vehicle is in arrears.
Regulation 8
Exemptions

These Rules shall not apply to —
(a)
[Deleted by S 45/2019 wef 21/01/2019](b)any police vehicle, ambulance that is authorised or a foreign vehicle, fire engine or other motor vehicle which is being used in the course of any emergency service or rescue work; and
(c)
any vehicle which is being used for the purposes of the Singapore Immigration.
