Production of certificate of entitlement on registration

Regulation 5
Without prejudice to the Road Traffic (Motor Vehicles, Registration and Licensing) Rules (R 5), every application to register a motor vehicle on or after 1st May 1990 shall be made using a certificate of entitlement if —
(a)
the application to register is in respect of the first registration of the motor vehicle; or
(b)
the application to register is in respect of a motor vehicle to which the Road Traffic (Quota System — Exemption) Order (O 5) applied immediately before such application.
