This Order is the Road Traffic (Cycling Events — General Exemption) Order 2026 and comes into operation on 13 March 2026.

In this Order —“authorised auxiliary police officer”, in relation to a cycling event, means an auxiliary police officer appointed under the Police Force Act 2004 who is authorised by any of the following persons to perform any duty in relation to the cycling event:

(a)

the event organiser;

(b)

an authorised employer of an Auxiliary Police Force as defined in Part 9 of the Police Force Act 2004 that is authorised by the event organiser to carry out any security activity for the purpose of the cycling event;“authorised security officer”, in relation to a cycling event, means a licensed security officer within the meaning of the Private Security Industry Act 2007 who is authorised by any of the following persons to perform any duty in relation to the cycling event:

(a)

the event organiser;

(b)

a licensed security agency under the Private Security Industry Act 2007 that is authorised by the event organiser to supply the services of security officers for the purpose of the cycling event;“cycling event” means an event that involves the participants of the event riding one or more bicycles on a pre‑determined route which includes a specified road;“event organiser”, in relation to a cycling event, means any person granted a permit mentioned in section 143(1) of the Act authorising the person to use a specified road for conducting the cycling event;“specified motor vehicle”, in relation to a cycling event, means —

(a)

any motor vehicle conveying any of the following individuals:

(i)

an authorised auxiliary police officer;

(ii)

an authorised security officer; or

(b)

any other motor vehicle displaying an official label issued by the event organiser in relation to the cycling event;“specified road”, in relation to a cycling event, means any road or part of a road that is closed to traffic under a police order made under section 143(2) of the Act, in connection with the cycling event.

Section 120(3) of the Act does not apply to an individual who rides a bicycle during and in connection with a cycling event on a specified road, under the conditions mentioned in sub‑paragraph (3).

Where any specified road in relation to a cycling event is an expressway, rule 3(1) of the Road Traffic (Expressways — Excluded Vehicles) Rules 2010 (G.N. No. S 647/2010) does not apply to an individual who rides a bicycle during and in connection with the cycling event on the specified road, under the conditions mentioned in sub‑paragraph (3).

For the purposes of sub-paragraphs (1) and (2), the conditions are the following:

(a)

the individual is registered with the event organiser of the cycling event as a participant of the cycling event;

(b)

there is in force, at any time the bicycle is ridden in connection with the cycling event, a policy of insurance in relation to the bicycle insuring against any liability in respect of —

(i)

the death of or bodily injury sustained by any individual (whether or not including the rider of the bicycle); and

(ii)

any property damage suffered by any person (whether or not including the rider of the bicycle),caused by or arising out of the use of the bicycle;

(c)

the risk under the policy of insurance mentioned in sub‑paragraph (b) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.

Regulation 4

Exemption in relation to driving of specified motor vehicle

Section 120(3) of the Act does not apply to an individual who —

(a)

drives a specified motor vehicle on a specified road during and in connection with a cycling event; and

(b)

is authorised by the event organiser of the cycling event to do so.
