Regulation 3
Exemption in relation to riding of bicycle
Subregulation 1
Section 120(3) of the Act does not apply to an individual who rides a bicycle during and in connection with a cycling event on a specified road, under the conditions mentioned in sub‑paragraph (3).
Subregulation 2
Where any specified road in relation to a cycling event is an expressway, rule 3(1) of the Road Traffic (Expressways — Excluded Vehicles) Rules 2010 (G.N. No. S 647/2010) does not apply to an individual who rides a bicycle during and in connection with the cycling event on the specified road, under the conditions mentioned in sub‑paragraph (3).
Subregulation 3
For the purposes of sub-paragraphs (1) and (2), the conditions are the following:
the individual is registered with the event organiser of the cycling event as a participant of the cycling event;
there is in force, at any time the bicycle is ridden in connection with the cycling event, a policy of insurance in relation to the bicycle insuring against any liability in respect of —
the death of or bodily injury sustained by any individual (whether or not including the rider of the bicycle); and
any property damage suffered by any person (whether or not including the rider of the bicycle),caused by or arising out of the use of the bicycle;
the risk under the policy of insurance mentioned in sub‑paragraph (b) is assumed by an insurer who, at the time the policy is issued, is lawfully carrying on an insurance business in Singapore.
