The following are exempted from the provisions of the Act: (1) the Housing and Development Board (2) the Malaya Borneo Building Society Ltd. (3) the Jurong Town Corporation (4) Finance companies licensed under the Finance Companies Act (Cap. 108) which do not engage in the construction of housing accommodation for sale.

The developers appointed under section 4 of the Executive Condominium Housing Scheme Act (Cap. 99A) are exempted from the rules made under section 22(2)(d) and (e) of the Housing Developers (Control and Licensing) Act.
