Citation and commencement
These Regulations may be cited as the Misuse of Drugs (Board of Visitors for Community Rehabilitation Centres) Regulations 2014 and shall come into operation on 28th April 2014.

Citation and commencement
These Regulations may be cited as the Misuse of Drugs (Board of Visitors for Community Rehabilitation Centres) Regulations 2014 and shall come into operation on 28th April 2014.
Definitions
In these Regulations, unless the context otherwise requires —“Board” means the Board of Visitors appointed by the Minister under regulation 3;“centre” means a community rehabilitation centre;“Superintendent”, in relation to a centre, means a prison officer appointed by the Director of Prisons to assist him in the charge and administration of the centre.
“Board” means the Board of Visitors appointed by the Minister under regulation 3;
“Superintendent”, in relation to a centre, means a prison officer appointed by the Director of Prisons to assist him in the charge and administration of the centre.
Board of Visitors
There shall be appointed a Board of Visitors for all centres to advise and make recommendations to the respective Superintendent of the respective centre or centres in respect of the matters referred to in regulation 9.
Number of board members
The number of members of the Board shall be at the discretion of the Minister.
The Minister may at any time revoke the appointment of any member of the Board.
Term of office
A member of the Board shall —
hold office for a period of not more than 3 years from the member’s date of appointment; and
be eligible for reappointment on completion of that period unless the member resigns during that period or that member’s appointment is revoked by the Minister under regulation 4(2).
Termination of office
A person appointed as a member of the Board shall cease to hold such appointment —
upon that person’s death or resignation; or
upon the revocation of such appointment by the Minister under regulation 4(2).
Vacancy
A vacancy occurring in the Board shall be filled by a fresh appointment made by the Minister, and the person appointed to fill the vacancy shall hold office for as long as the member in whose place the person is appointed would have held office.
Assistance from Superintendent
The Superintendent of a centre must assist any member of the Board in the exercise of that member’s powers and the discharge of that member’s functions under these Regulations in relation to that centre.
Functions of board members
In discharging the functions under these Regulations in relation to any centre, a member of the Board must satisfy himself that the health, maintenance, recreation and discipline of the inmates of the centre are satisfactory and that an efficient standard is maintained throughout the centre, but shall not be concerned with the general administrative matters of the centre.
A member of the Board must, on every visit to a centre, hear any complaint which any inmate of the centre may wish to make to the Board.
The Board must send its comments and recommendations regarding a centre to the Superintendent of that centre.
The Superintendent of the centre concerned must take such action as may be necessary upon receiving any recommendation made by the Board under paragraph (3), and report to the Board on any action taken as soon as possible.
Visits by board members
No fewer than 2 members of the Board shall visit each centre at least once every month.
