Regulation 19
Subregulation 1
The stock of unissued manuscript receipt books and serially numbered paper receipts shall be kept by the secretary or any person appointed by him and all such stocks shall be recorded in a stock register and shall be locked up.
Subregulation 2
The stock of parking coupons and similar documents of value shall be kept by the secretary or any person appointed by him and all such stocks shall be recorded in a stock register and shall be locked up.
