Regulation 53

A Town Council shall not disburse any moneys from any sinking fund otherwise than for the purposes of meeting actual expenses or liabilities properly attributable to that sinking fund.

Notwithstanding the provision of such expenditure in the approved list of works, the secretary shall submit his proposal to the Town Council for approval before any commitment to be met from a sinking fund can be authorised or entered into.
