Each voucher shall contain full particulars of each purchase or service, including dates, numbers, quantities, distances and rates, so as to be comprehensive without reference to any document other than those attached thereto.

The total of all vouchers shall be written in words as well as in figures.

Where the voucher relates to the purchase of an item required to be recorded in inventory, the asset number is to be entered on the payment voucher before it is forwarded to the Finance Department for payment.

Where an item of expenditure normally chargeable to a certain vote is for some reason to be charged to another, an explanatory note shall be added.
