Regulation 3

Where any conservancy and service charge payable by any tenant or owner to the Town Council is in arrears during any preceding 6 months, the tenant or owner shall, in addition to any penalty which may be imposed under by-law 2, be liable to pay to the Town Council an administrative fee of $50.

The tenant or owner shall not be liable to pay the administrative fee referred to in paragraph (1) more than once in respect of the same period of 6 months or part thereof.
