Regulation 13
Transaction of business by Committee on Fostering outside meetings
Subregulation 1
The Committee on Fostering may transact any of its business by the circulation of papers among its members.
Subregulation 2
A member of the Committee on Fostering who is in any way, directly or indirectly, interested in the business being transacted by circulation of papers must disclose the nature of his or her interest in writing to the Chairperson at the first opportunity after the relevant facts have come to the member’s knowledge, which disclosure must be recorded and the member must not take part in the decision with respect to that transaction.
Subregulation 3
A decision in writing made by a simple majority of the members of the Committee on Fostering who are entitled to take part in the decision in writing is treated as a decision of the Committee on Fostering, and is as valid and effectual as if the decision had been made at a meeting of the Committee on Fostering duly convened and held.
Subregulation 4
Separate copies of a decision in writing may be distributed for signing by the members of the Committee on Fostering if the wording of the decision is identical in each copy.
Subregulation 5
For the purpose of a decision under this regulation, the Chairperson and every member of the Committee on Fostering have the same voting rights as they have at any meeting of the Committee on Fostering.
Subregulation 6
The decision of the Committee on Fostering is made when the last member of the Committee on Fostering required for the majority signs on the decision in writing and the member’s decision in writing is duly delivered to the secretary of the Committee on Fostering.
Subregulation 7
The Chairperson may stipulate a period within which a decision must be made under this regulation.
Subregulation 8
The Committee on Fostering may deliberate on matters by the circulation of papers among its members.
Subregulation 9
For the purposes of this regulation, papers (including disclosures and decisions) may be circulated among members, or delivered to the secretary, of the Committee on Fostering by hand, facsimile or electronic transmission of the information in the papers concerned.
